The Facilities Resource Committee (FRC) reviews requests for changes in classification, assignment, use or configuration of space including the addition or removal of modular furniture (i.e., cubicles); common area signage (including murals, see below); renovation projects with costs in excess of $100,000 and new purchases of motorized vehicles on campus.
Meetings take place on the second Tuesday of the month throughout the year. For additional information or to request copies of the Mural MOU or Relocatable Building Policy, please contact Christina Groso at christinagroso@unr.edu. The deadline to be added to the FRC agenda is two weeks prior to the meeting. Any requests submitted after the deadline will be added to the agenda of the following month.
Any department interested in installing a mural must receive approval from the Office of the President on the theme and location prior to submitting the request to the Facilities Resource Committee (FRC) for review. Once you receive approval from the President’s Office, please submit an FRC request and include the email approval in your submission. In addition to these approvals, the owning department is required to sign a Memorandum of Understanding (MOU) that details the requirements and responsibilities related to murals. The requesting department must receive approval from the Office of the President, Facilities Resource Committee, and sign the Mural MOU before installation. Any murals installed without approval must be repainted back to the original state at the expense of the department. The FRC coordinator will send the Mural MOU for signature approval after the requestor has received approval from both the President’s Office and the FRC.
This memorandum of understanding establishes rules and guidelines related to murals. A mural is any type of artwork installed on the interior or exterior surfaces of a building for long-term display. This includes painting directly on the surface, hanging canvas or banners or otherwise affixing a mural to a surface. Outdoor banners as defined by University Administrative Manual 5,430 are not considered murals.
By signing this form, the requestor agrees to follow all items listed below. This form is only valid after the requestor has received written approval from the Office of the President and Facilities Resource Committee. The mural cannot be installed until all approvals are received and this memorandum of understanding is signed by all parties.
If a mural is discovered that did not go through the proper procedures, the responsible department will be required to remove the mural and pay all costs associated with restoring the surface to its original condition.
The department may choose to install signage related to the mural. University Advancement must approve the signage language before installation. The requesting department must work with Facilities Services on the appropriate signage.
Per the Relocatable Building Policy, a relocatable building is defined as “a partially or completely assembled building constructed and designed to be reused multiple times and transported to different building sites.” Relocatable buildings include, but are not limited to, shipping containers utilized for either storage or occupancy, otherwise commonly referred to as Conex units, storage sheds, and modular structures (modulars). Per University policy, all projects involving the delivery, installation, relocation, removal, and alteration of relocatable buildings require prior review and approval by the Facilities Services Department. Please submit all requests through the estimate request process, which may be accessed via the Facilities Services webpage. If approved, the requesting department must submit an FRC request for additional review and approval. Relocatable buildings may only be placed in spaces identified on the Relocatable Building Location Map. Any other proposed locations will be reviewed on a case-by-case basis.
This policy seeks to provide guidance regarding the installation and use of relocatable buildings on University property and ensure that such structures comply with all applicable laws, codes, industry standards, and University of Nevada, Reno standards. All relocatable buildings are required to be catalogued and maintained by the department that leases or owns the structure. All relocatable buildings must follow the required University approval channels prior to installation. This policy further ensures that structures of this kind do not detract from the aesthetic quality of the University campus.
A relocatable building is defined as “a partially or completely assembled building constructed and designed to be reused multiple times and transported to different building sites”, per Chapter 2 of the 2024 International Building Code (IBC). Relocatable buildings include, but are not limited to, shipping containers utilized for either storage or occupancy, otherwise commonly referred to as Conex units, storage sheds, and modular structures (modulars).
Project Requests
Projects involving delivery, installation, relocation, removal, and alteration of relocatable buildings require prior review and approval by the University Facilities Services Department (FSD). All project estimate requests shall be submitted through the estimate request process which may be accessed via the University Facilities Services web page. FSD-approved estimate requests will then be completed and returned to the requesting department, at which point submission to the Facilities Resource Committee (FRC) for additional review and approval is required. Please note that all project requestors are required to disclose the intended purpose and timeline of all proposed relocatable buildings.
The proposed location(s) of all relocatable buildings shall be submitted to FSD during the review and approval process. Relocatable buildings may be considered for installation and use within the areas identified on the attached Relocatable Building Location Map and are subject for review and approval by FSD and FRC. Relocatable buildings that could impact existing university parking are subject to review and approval by University Parking Services.
Plan review and permitting by the Nevada State Public Works Division (SPWD) may be required prior to delivery and installation of a relocatable building. This includes any associated utility connections or other work which may require plan review and permitting. All plan review and permitting shall be conducted through FSD unless directed otherwise. Relocatable buildings intended for use for storage only may not be subject to plan review and permitting. All relocatable buildings shall comply with all applicable laws, codes, and standards.
Should an extension of use for an existing relocatable building be desired, the department is required to request an extension through the FRC a minimum 60 calendar days prior to the previously determined date of vacancy and removal of the relocatable building. Removal of relocatable buildings is the responsibility of the requesting department. This includes any costs associated with demolition and termination of supporting infrastructure to return it to the original condition. Additionally, any flatwork, landscaping, or other site conditions which may have been impacted as a result of delivery, installation, relocation, removal, and alteration must be returned to original condition at the department’s expense.
