Export controls training

Export controls laws regulate the transfer of sensitive items, information, technology, services, hardware, software and services to destinations outside the United States and the release of controlled technology and services to foreign nationals inside the United States. It benefits the entire University community to ensure that individuals who are engaged in export controlled activities have received appropriate and rigorous training in matters pertaining to export control concerns. Violations of export control laws can result in civil and criminal penalties such as the loss of research contracts, monetary fines, and/or prison sentences.

You may have self-identified and/or Sponsored Projects has identified your research as export controlled or potentially export controlled. You and your department are performing a significant contribution to the University in the conduct of research on our campus. Participating in this training is primarily to protect you and also the University. This training will be done through Collaborative Institutional Training Initiative (CITI).

Please complete our CITI training on export controls within two weeks of a positive response on the University's checklist for export control issues.

Online training

The University of Nevada, Reno, utilizes the web-based Collaborative Institutional Training Incentive (CITI) for training in U.S. Export Control Regulations.

The CITI course includes 13 modules. Successful completion of the CITI module" Introduction to Export Compliance" is required for everyone on a project subject to a Technology Control Plan (TCP). PIs responsible for compliance with TCPs are also required to successfully complete four additional modules: " Export Compliance for Researchers: Parts I & II," " Export Compliance When Using Technology in Research," and " Export Compliance and United States Sanctions Programs." Other modules are optional, unless specified in a TCP.

Optional modules include export controls relating to biosafety, international shipping, purchasing, distance education, operational departments, and research administration.

Renewal training: Export controls training must be renewed every three years. To satisfy the renewal requirement, only the " Introduction to Export Compliance" module is required, although other modules may be of interest.

To access the CITI training in U.S. Export Control Regulations, please follow the instructions below.

  1. Go to www.citiprogram.org.
  2. If you are a new user, complete steps 3 through 6. If you already have a CITI login and password, complete steps 7 through 10.
  3. Register as a new user.
  4. Locate and select the University of Nevada, Reno in the drop down list.
  5. When you get to the options to Select Curriculum, scroll down to Question 1 and choose N/A. Then scroll down to Question 8 and check the "U.S. Export Control Regulations" box.
  6. Scroll down and click on the "Continue" button. You will be taken back to your home page where you will see "Not Started - Enter." Note: You may start and stop the modules as many times as needed, log out and back in as time permits; the training will pick up where you left off.
  7. Login using your registered username and password. If you have forgotten your username and/or password, send an email to mdondanville@unr.edu and you will receive an email with your username and a link to reset your password.
  8. From your homepage, click on Add a Course or Update Learner Groups.
  9. Scroll down to Question 8 and check the "U.S. Export Control Regulations" box.
  10. Scroll down and click the Submit button.  You will be taken back to your home page where you will see Not Started. You may start and stop the modules as many times as needed, log out and back in as time permits; the training will pick up where you left off.

The University is responsible for verifying the completion of export control training. Failure to complete the training in a timely manner may put a research project in jeopardy of closure due to non-compliance.
