Rules and regulations

The following regulations are approved by the President of the University and are enforceable 24 hours per day throughout the calendar year.

  • Purpose and authorization

    These regulations have been approved to best utilize roadways and parking areas for the benefit of University of Nevada, Reno students, staff, faculty and visitors; to assure access at all times for ambulances and firefighting equipment; and to attempt to protect all persons on campus from injury by vehicles.

    Operating a motor vehicle or bicycle on university property is a privilege granted by the university and is not an inherent right of any faculty, staff member, student or visitor. This privilege can be denied or revoked for cause at any time.

    No motor vehicle or bicycle shall be operated, parked or otherwise used on the campus unless in strict conformity with these regulations. By parking on campus, you are agreeing to abide by the regulations set forth in this document.

    The Parking and Transportation Services Department and the University Police Department are authorized to enforce the University Parking Regulations.

    All motor vehicles used on university property shall be officially registered with the Parking and Transportation Services Department and shall properly display a valid University of Nevada, Reno parking permit. All faculty, staff and students are eligible to register a motor vehicle and obtain a valid parking permit. Registration or permit fees, as approved by the President, shall be charged.

    The Parking and Transportation Services Department is not responsible for vehicle or property theft, vehicle damage or vandalism incurred on campus.

    The Shuttle Bus Passenger Policy is strictly enforced on all campus shuttles.

  • Parking enforcement information

    Permit parking areas require proper permits to be displayed Monday through Thursday from 7:30 a.m. to 8:00 p.m. and Friday from 7:30 a.m. to 5:00 p.m., throughout the entire year, unless otherwise specified. Parking areas designated as 'enforced 24 hours per day, 7 days a week' require that an authorized permit to be displayed at all times. Parking permits are not transferable. These areas include, but are not limited to, Yellow and Orange signed zones.

    Exceptions: (Exceptions do not apply to Circus Circus or Free Carpool Permits)

    • During special events, additional parking restrictions may apply.
    • Reserved spaces specifically designated for one individual, vehicle or department are enforced 24 hours per day, 7 days per week.
    • Carpool spaces are reserved for carpool permit holders until 8:00 p.m.
    • AFTER 3:30 p.m. - Any valid permit may park in the Blue 1, Green 1, Tan Zones and the Silver 17 Zone located in the West Stadium Parking Complex.
    • AFTER 5:30 p.m. - Additionally, any valid permit may park in Silver zones and at meters (excluding zones, spaces or meters marked "Enforced 24 Hours").
    • Grace Periods - Vehicles may be parked in Blue 1, Green 1, Tan, and Silver 17 zones without a permit during the week prior to the fall and spring semesters to allow students, faculty and staff time to purchase an annual parking permit. There are no grace periods for other Silver, Yellow or Orange zones or any parking meter.
    • Winter and Spring Break - Any valid permit may park in Blue 1, Green1, Tan, Yellow 1 and the Silver 17 zone located in the West Stadium Parking Complex and at meters (excluding meters designated as 15 minute, 30 minute, 45 minute or "Enforced 24/7").
    • Summer Rules and Regulations - "Summer" begins the Monday after Spring Commencement. Any valid permit may park in the Blue 1, Green 1, Tan, Yellow 1 and the Silver 17 zone located in the West Stadium Parking Complex (excluding all meters or "Enforced 24/7" spaces). Hours of enforcement for summer are 7:30 a.m. to 5:00 p.m. Monday through Friday.

    Violation of the University Parking and Traffic Regulations

    Citations may be issued to persons or vehicles found to be in violation of Parking Regulations. Upon the accumulation of a third delinquent citation, two boot courtesy warnings will be issued. The vehicle will be booted and/or towed without notification and at the owner's expense, and campus parking privileges will be withheld until the fees for all outstanding citations have been paid. Fines issued for any violation shall be payable within 14 calendar days from the date issued. On the fifteenth calendar day, any unpaid citation is considered delinquent and the fine will double. Citation fines may be paid at the Parking Office with cash, by check made payable to the Board of Regents or with a valid, major credit card. Payments may also be made through the Parking Services website.

    A person is liable for all citations incurred on all vehicles owned, operated or registered. Administrative procedures are established to collect outstanding fees. Any costs incurred in the collecting of fees or delinquent fines may be added to the amount for collection. Persons with unpaid citations may be placed on a fee hold list. When placed on a fee hold list, registration, records and transcripts are withheld until the outstanding balance is brought to zero.

    Violation Fines

    • Faxable Appeal Form- Citations must be paid prior to submitting written form and can only be appealed within 15 days of issuance.
    • No Bicycle Permit - $5: All bicycles must display valid university parking permits.
    • Improper Display of Permit- $5: Parking permits must be displayed as indicated in these regulations.
    • Line Straddling - $10: Vehicles may not be parked on or overlapping any parking lines marked on the pavement.
    • Overtime Parking- $20: Vehicles parked at meters must have the appropriate meter fee deposited. Vehicles may not be parked in loading zones for longer than 15 minutes.
    • Blocking Sidewalk, Driveway or Doorway - $25: Vehicles may not be parked on paved or unpaved sidewalks or driveways or at entrances to buildings.
    • Parking in Improper Zone- $30: Vehicles must be parked in authorized areas only.
    • No Parking Zone- $30: Vehicles may not be parked in areas designated as "No Parking." Areas not specifically marked for parking are considered "No Parking" zones.
    • No Parking Permit- $30: Vehicles must display valid university parking permits.
    • No Overnight Parking - $30: Overnight parking is prohibited on campus without an overnight parking permit.
    • Red Zone- $30: Vehicles may not park in a zone which has been painted red, indicating a "No Parking" zone.
    • Parked on Lawn or Planted Area- $40: Vehicles may not be parked on lawns, planted areas or dirt areas contiguous with a planted area.
    • Obstructing - $40: Vehicles may not be parked in a manner which obstructs traffic flow or prohibits free access of another vehicle or limits disabled access.
    • Fire Hydrant- $40: Vehicles may not be parked within 15 feet of a fire hydrant or fire alarm box.
    • Parked in Gated Area- $50: Unauthorized vehicles may not be parked in areas controlled by a gate arm. This regulation is enforced even if the gate arm is raised or missing.
    • Parking Privileges Suspended- $50: Parking on the campus is a privilege which may be revoked at any time with cause.
    • Possession of Forged, Stolen or Lost Permit- $250: Vehicles may not display forged, stolen or lost permits. Altering permits constitutes forgery. Parking privileges are suspended and disciplinary action may be taken. In addition, the full price of the confiscated permit will be assessed.
    • Disabled Parking Zone- $250*: Unless legally authorized, vehicles may not park in spaces designated for the disabled. *Minimum fine of $250. Citation fee is subject to escalating amount of $500 for the second or third subsequent offense.

    Towing/Booting a Vehicle

    Any vehicle on university property and in violation of university parking regulations is subject to being booted and/or towed. Once a vehicle has accumulated three delinquent citations, two boot courtesy warnings will be issued. The vehicle will be booted and/or towed without notification and at the owner's expense. Violators shall be subject to towing and/or storage charges assessed by the tow company. If your vehicle is booted or towed, contact the Parking and Transportation Services Department immediately.

    Citation Appeals

    The responsibility of finding a legal parking space rests with the motor vehicle operator. Inability to locate a legal space in a parking lot or area, lack of knowledge of the parking regulations, or personal circumstances are not justification for incorrect parking. Citations may be appealed within 15 calendar days from the date of issuance. Appeals may be filed online or in person at the Parking Office; however, a deposit equal to the amount of the fine must be paid prior to submitting the appeal. If the appeal is granted, the deposit will be refunded. If the appeal is denied, the matter may be further appealed to the Parking and Traffic Board. If the latter, in person, appeal is granted by the board, the deposit will then be refunded. If the appeal is further denied, the deposit will be used to pay the citation fine(s). Failure to make a timely appeal constitutes waiving the right to appeal, and no delinquent citation or fee will be considered for appeal.

  • University parking and traffic board

    The University of Nevada, Reno Parking and Traffic Board is representative of faculty, staff and students. The board reports to the Vice President of Administration and Finance, and it meets regularly during the academic year. The board assists with governing parking on campus by recommending parking fees and regulations and making decisions regarding parking-related appeals and parking lot changes.

    Parking and Traffic Board members are asked to serve a three-year term, thus providing consistency on the board. The board consists of an appointed Chair and representatives from campus Faculty, SEC, GSA, RHA and ASUN. In addition, the Director of Parking and Transportation serves on the board as ex-officio (non-voting member).
