Our resilience framework

At University Organizational Resilience – Northern Command (UOR-NC), we guide and support the northern institutions of NSHE through a comprehensive resilience framework built on four key components: prevention and mitigation, preparedness, response, and recovery. This framework serves as the foundation for a campus-wide approach to emergency readiness.

UOR–NC works with institutional partners to reduce risks and vulnerabilities (prevention and mitigation), develop plans and conduct trainings (preparedness), coordinate real-time operations to protect life and property (response), and restore essential services while strengthening long-term continuity (recovery).

By fostering collaboration across institutions, UOR–NC ensures a unified and resilient approach to managing emergencies and safeguarding our communities.

Emergency management framework

Prevention & mitigation

Prevent future emergencies or minimize their impact across institutions of higher education by identifying risks, reducing vulnerabilities, and implementing proactive strategies that enhance safety, protect resources, and strengthen institutional resilience.

Response

Protect life, property, and critical operations during an emergency through coordinated action, real-time communication, and rapid deployment of resources to reduce harm and stabilize the situation.

Preparedness

Take proactive steps in advance to ensure institutions of higher education are ready to respond to emergencies—through planning, training, resource development, and community engagement that builds awareness, readiness, and confidence at every level.

Recovery

Restore essential functions, support impacted communities, and guide institutions of higher education toward a stronger, more resilient “new normal” through coordinated recovery efforts, continuity planning, and long-term support.

To support planning and resiliency efforts, University Organizational Resilience – Northern Command provides both Contiuity of Operations Plans (COOPs) and Emergency Action Plans (EAPs) templates, each tailored to the needs of northern NSHE institutions.
