During a June 2015 inspection by the Washoe County Health District of the University's motor pool refueling site, inspectors identified discrepancies with the underground fuel storage tanks and directed the University to resolve these issues.  The University analyzed various options and designed a solution, however a resultant construction bid of about $900,000 prompted a search to identify a less expensive option.  

New Provider: Wolf Stop Gas Station   

We subsequently partnered with the Wolf Stop Gas Station on N. Virginia Street across the street from the Lawlor Events Center (see map below) and effective Monday, 6 March 2017 it will serve as the primary refueling station for fueling for licensed state vehicles and our University refueling station will close.  Please read carefully the new procedures for fueling vehicles and portable containers below.  Wolf Stop Gas Station

New Procedure, Same Cards and Numbers  

The owner of the station installed a Commercial Fueling Network (CFN) card lock system that can be used by any University, county or state entity to fuel state owned vehicles.  In the next few months we also have a plan to install a small 1,000 gallon refueling tank with a CFN card lock system which will be available to refuel unlicensed University owned vehicles (i.e., gas powered carts only).  University unlicensed motorized vehicles will be allowed to use the current UNR refueling station until the new refueling tank is installed.  The Wolf Stop Gas Station will also be available as a refueling option for other county and state agencies that have been utilizing the UNR refueling site.  

The primary method of payment throughout the state is via use of a CFN fuel card at pump mounted card readers, similar to paying with your credit card.  CFN is operated by the Fleet Card Company and is accepted at over 55,000 locations nationwide.  Participating CFN stations are equipped with card readers at the pump which, operate similarly to a debit/credit card reader whereby a driver is prompted for a PIN (some station systems refer to the PIN as a "Driver ID" or a "DID" number) and vehicle odometer information.  At the Wolfstop Gas Station, the driver is required to enter the station and speak to the cashier for assistance with the transaction (at new stations, this is not required; only at stations with older equipment).  

As you refuel at the WolfStop Gas Station, or other stations, please remember the following procedures:  

  • Individuals must have a vehicle-assigned CFN fuel card (typically located in the glove compartment) and their individually assigned PIN.  Michele Morrow, Facilities Services Accounting Assistant, ext 4-6357, issues all CFN fuel cards for University vehicles and PINs for University employees (except Police Services).  Each CFN fuel card and PIN is linked to the assigned college or department; the college or department receives a bi-weekly fuel bill, which they pay directly to Pilot Thomas.  
  • Prior to fueling a vehicle at the WolfStop station, the driver must present the CFN fuel card to the cashier and identify what pump is being used.  The driver will then enter the PIN and vehicle odometer information into the card reader located inside at the cashiers station (Note: It is important to enter accurate odometer information as it is collected and used in state mandated reporting.)  After approval is provided, the driver will proceed back to the pump to fuel the vehicle.  A receipt is not required when using the CFN fuel card, as a monthly report is generated and sent to the designated representative of the college or department.   
  • A CFN fuel card is for the purchase of fuel for the assigned vehicle only.  A CFN fuel card assigned to a vehicle must not be used to purchase gas for portable fuel containers or for the purchase of food, snacks, motorized supplies or equipment.  If a college or department needs to fill a portable container, they should contact Facilities Services Accounting Assistant, Michelle Morrow, to receive a separate CFN fuel card that can be assigned for the sole purpose of filling portable fuel containers.    
  • The use of cash, personal debit/credit cards, and P-Cards are discouraged.  If such a transaction is completed, the driver pays a higher price than the pre-negotiated price through Pilot Thomas.  Additionally, these payments do not require the driver to input odometer information, accurate odometer readings are used in state mandated reporting.  
  • In the event that cash, personal debit/credit cards, or P-Cards are used, individuals MUST gain written approval from their supervisor approving the completed transaction and a copy of the receipt from the station before they submit a request for reimbursement.  If using cash, the individual will be required to pre-pay by going inside the station and presenting cash to the cashier before fueling.   

Below, you will find a map with a corresponding table of other Nevada fuel card stations located within a five mile radius of the University. The partnership we have created with the Wolf Stop Gas Station gives you the best location for re-fueling your state vehicles, however you may choose to use one of these other fueling sites if it is more convenient for your department and you have the appropriate fuel card, PIN and approvals.
