Summary

Michael E. Noyes, Ph.D. has over 30 years of professional experience in the field of juvenile and adult corrections, and over 25 years of college and university teaching experience. He is currently a full-time lecturer in the Department of Criminal Justice and Sociology at the University of North Texas - Dallas.

Additionally, Noyes has served as graduate and undergraduate adjunct in the following departments of criminology, criminal justice and management at the following institutions:

  • Butler County Community College (Pennsylvania)
  • University of Nebraska, Omaha
  • Sam Houston State University (Texas)
  • Indiana University of Pennsylvania

He is the immediate past Chief Program Officer-Juvenile Law for the National Council of Juvenile and Family Court Judges (NCJFCJ) in Reno, Nevada (2016-2017).

Noyes has served as the director of the Community Supervision and Corrections Department (CSCD Adult Probation) for Dallas, Texas. Dallas County has a population of over 2.5 million people and the Dallas County CSCD supervises over 55,000 probation clients and has a staff of over 600 people (2006-2014).

Prior to moving to Dallas, TX, Noyes was employed by the Administrative Office of the Pennsylvania Courts as Deputy District Court Administrator for the Court of Common Pleas of Butler County, Pennsylvania. As Deputy District Court Administrator, he served as the Director of Community Corrections for Butler County, Pennsylvania. My primary responsibility consisted of the daily administration of both the Butler County Adult Probation Department and the Butler County Juvenile Court Services Department (1999-2006).

Noyes served as a program administrator for a number of residential and community based programs for adjudicated delinquent and dependent children (1992-1999), and finally, began his career as a Children and Youth Services (PA) - Child Abuse Investigator for a year (1985-1987) before taking a position as Chief Juvenile Probation Officer for Venango County, (PA) (1987-1992).
