Regional Homeless Services and Continuum of Care Best Practices

 

Problem statement

The City of Reno is seeking a student to research the existing homeless outreach services offered in Washoe County by a variety of entities and the best practices from other Continuum of Care programs throughout the country.

 

Background

The City of Reno's mission is "Creating a community that people are proud to call home" and the Reno City Council has identified "Making Progress on Homelessness" as a 2019 Priority. The City of Reno acts as the lead agency for a number of homeless resources including:

  • Community Assistance Center (CAC) - Provides emergency shelter for men, women, and families and other services and programs to those experiencing homelessness. Volunteers of America currently operates the CAC. This includes emergency shelter, the Tome Vetica Resource Center, ReStart Program, Deposit Assistance Program, Reno Works and Rapid Rehousing Program.
  • Federal Grant Funds – Includes HOME funds, Community Development Block Grants, and Emergency Solutions Grant Funds.
  • Individual Shelter Village - In partnership with Northern Nevada HOPES, a proposed tiny home village providing emergency bridge housing and high-quality support services to our unsheltered neighbors.
  • Continuum of Care - An integrated system of care that guides and tracks clients over time through a comprehensive array of social services spanning all levels of intensity of care.

 

A number of local partners also provide services in this realm, including Washoe County Human Services Agency, Community Health Alliance, Northern Nevada HOPES, Eddy House, Nevada Youth Empowerment Project, Safe Embrace, Domestic Violence Resource Center, Good Shepherd's Clothes Closet, Catholic Charities of Northern Nevada, Reno-Sparks Gospel Mission, and Reno Area Alliance for the Homeless.

 

Deliverables

  1. A comprehensive catalog of homeless outreach services in Washoe County by each partner/agency
  2. Recommended additions or changes to Continuum of Care based on existing best practices.

 

Suggested skills

Knowledge of social service delivery methods and models; Methods and techniques of research and analysis; and General computer and communication skills.
