Creating a New Degree/Program/Major/Minor/Certificate
You may request Technical Assistance at any time during the proposal process by contacting the UCCC Secretary at 682-8076 or the Provost's office at 784-4710 or emailucc@unr.edu.
PLEASE NOTE: To create a new program (major, minor, or certificate), complete the New Program Pre-Proposal form and process before submitting the proposal to the UCCC. For more information on the pre-proposal process, please contact the Office of the Provost at 784-4710.
Proposals approved through the Pre-Proposal process are ready for the UCCC process. Department and college C&C committees must approve the proposal before it may be considered by the UCCC. Additionally, if the program is a graduate level program, the Graduate Council must approve the change before the UCCC may consider it. Once a change to a graduate program has been approved at the department and college levels, the proposal should be sent to the Provost's Office for routing to the Graduate Council.
If recommended for approval by the University Courses and Curricula Committee, the Provost's Office may seek review and recommendations from the Faculty Senate and other appropriate administrative units, and will make a recommendation to the President. After receiving final recommendations, the President will determine if the proposal will be forwarded to the NSHE Academic Affairs Council and Board of Regents for approval. BOR and NWCCU approval are required prior to implementation.
The NSHE form for the creation of new programs is the Academic Program Proposal form. It is a Word document that can be completed on the computer. The form requires basic program information, program objectives and their relationship to other department/university/NSHE objectives, evaluation of need, curriculum, resources, budget projections, articulation agreements, etc. NSHE also requires the 5-YR Budget form. In addition to these forms, the UCCC will require catalog copy (including a recommended 4-year schedules for undergraduate programs), and letters of support from any affected departments. See either the online catalog or the pdf catalog for format. A technical review will be performed before the proposal is added to the next UCCC meeting agenda. The technical reviewers will contact the author(s) of the proposal if additional information is needed. Proposals are very often prefaced by a memo highlighting important information from the form and/or offering information not included on the form. The memo will include the signature of the submitter and may include the signatures of department chair, college C&C representative or college dean/associate dean.
The proposal packet may be scanned and emailed to the Provost's office at ucc@unr.edu. If the original paperwork does not include signatures, the submission must be sent from your UCCC representative or they must be cc'd on the email.
The process for a new certificate program is very much the same as a new major program listed above, including the pre-proposal process. Department and college C&C committees must approve the proposal before it may be considered by the UCCC. Additionally, if the program is a graduate level program, the Graduate Council must approve the change before the UCCC may consider it. Once a change to a graduate program has been approved at the department and college levels, the proposal should be sent to the Provost's Office for routing to the Graduate Council. The program must be approved by NWCCU before it can be implemented.

Department and college C&C committees must approve a new minor proposal before it may be considered by the UCCC. The New or Changed Minor Proposal form must be completed. For new minor programs, approval beyond the UCCC is not required.
For a new minor, the following steps on the form must be completed:
Step 1 - this step identifies the submitter and the basic new minor information.
Step 2 - Check the second box, "create an entirely new minor". A minor must require at least 18 credits.
Step 3 - (b) only for a new minor. Catalog copy is required. Add the copy to the form or submit on a separate sheet of paper. See either the online catalog or the pdf catalogfor format.
Step 4 - provide the rationale for the new minor.
Step 5 - (a) - (c), describe the effects of the new program, including effects on other departments and any potential duplication. Letters of support affected departments are required.
