The following regulations are approved by the President of the University and are enforceable 24 hours per day throughout the calendar year.

Purpose and Authorization

These regulations have been approved to best utilize roadways and parking areas for the benefit of University of Nevada, Reno students, staff, faculty, and visitors; to assure access at all times for ambulances and firefighting equipment; and to attempt to protect all persons on the campus from injury by vehicles. The operation of a motor vehicle or bicycle on university property is a privilege granted by the university and is not an inherent right of any faculty/staff member, student or visitor and can be denied or revoked for cause at any time. No motor vehicle or bicycle shall be operated, parked, or otherwise used on the campus unless in strict conformity with these regulations. The Parking and Transportation Services Department and the University Police Department are authorized to enforce the University Parking Regulations. All motor vehicles used on university property shall be officially registered with the Parking and Transportation Services Department and shall properly display a valid University of Nevada, Reno parking permit. All faculty, staff, and students are eligible to register a motor vehicle and obtain a valid parking permit. Registration fees, as approved by the President, shall be charged.

Hours of Enforcement

Proper permits must be displayed Monday through Thursday from 7:30am to 8:00pm, and Friday from 7:30am to 5:00pm, throughout the entire year, unless otherwise specified.

Violation of the University Parking and Traffic Regulations

Parking and Transportation Services and the University of Nevada, Reno Police Department may issue citations to persons or vehicles found to be in violation of the Parking and Traffic Regulations. Upon the issuance of the third such citation, the parking permit shall be suspended from the offending vehicle and/or campus parking and use privileges withheld until such time as the fees or other charges for all outstanding citations have been paid. Fines for citations issued for any violation of the parking regulations are approved by the University President and shall be payable within 15 calendar days from the date issued. Citation fines and other charges may be paid at the Parking Office in cash, by check made payable to the Board of Regents, or with a valid major credit card. Any citation not paid within 15 calendar days is considered delinquent and the fine will double. A person is liable for all citations incurred on all vehicles owned, operated or registered. Administrative procedures are established to collect outstanding fees. Any costs incurred in the collecting of fees or delinquent fines may be added to the amount for collection. A $25.00 charge is assessed for returned checks. Persons with unpaid citations may be placed on a fee hold list. When placed on a fee hold list, registration, records and transcripts are withheld.

Violation Fines

Improper Display of Permit- $5: Parking permits must be displayed as indicated in these regulations

Overtime Parking- $20: Vehicles parked at meters must have the appropriate meter fee deposited. Vehicles may not be parked in loading zones longer than 15 minutes.

Line Straddling- $10: Vehicles may not be parked on or overlap any parking lines marked on the pavement.

Parking in Improper Zone-$30: Vehicles must be parked only in authorized areas.

No Parking Zone- $30: Vehicles may not be parked in areas designated as no parking. Areas not specifically marked for parking are no parking zones.

No Parking Permit- $30: Vehicles must display valid university parking permits.

Red Zone- $30: Vehicles may not park in a zone which has been painted red as to indicate no parking.

Parked on Lawn or Planted Area- $40: Vehicles may not be parked on lawns, planted areas, or dirt areas contiguous with a planted area.

Obstructing Traffic- $40: Vehicles may not be parked obstructing traffic flow of prohibiting free access of another vehicle.

Fire Hydrant- $40: Vehicles may not be parked within 15 feet of a fire hydrant or fire alarm box.

Blocking Sidewalk, Driveway or Doorway- $25: Vehicles may not be parked on paved or unpaved sidewalks or driveways, or at entrances to buildings.

Parked in Gated Area- $50: Unauthorized vehicles may not be parked in areas controlled by a gate arm. This regulation is enforced even if the gate arm is raised or missing.

Parking Privileges Suspended- $50: Parking on the campus is a privilege which may be revoked at any time with cause.

Possession of Forged, Stole or Lost Permit- $250: Vehicles may not display forged, stolen or lost permits. Altering permits constitutes forgery. Parking privileges are suspended and disciplinary action may be taken. In addition, the full price of the confiscated permit will be assessed.

Disabled Parking Zone- $250: Vehicles may not park in spaces designated for the disabled unless legally authorized.

No Bicycle Permit- $5: All bicycles must display valid university parking permits.

Towing/Booting a Vehicle

Any vehicle on university property which is in violation of university parking regulations is subject to being booted and/or towed. A “Parking Privileges Suspended” citation will be issued to a vehicle upon the accumulation of a third delinquent citation and the vehicle will be booted and/or towed without notification at owner's expense. Violators shall be subject to towing and/or storage charges assessed. If your vehicle is booted or towed, contact the Parking and Transportation Services Department.

University Parking and Traffic Board

The University Parking and Traffic Board is representative of faculty, staff and students. The board reports to the Director of Facilities Services and the board meets regularly during the academic year to recommend regulations governing parking on campus and to hear and decide parking-related appeals. Parking lot changes, designations and time of use may be made and enforced after publication in the student newspaper, campus faculty and staff newsletter and other communication devices in used on the campus ten (10) days after the first date of notification. The responsibility of finding a legal parking space rests with the motor vehicle operator. Inability to locate a legal space in a parking lot or area is not justification for incorrect parking.

Appeals

Any citation issued may be appealed within 15 calendar days from the date the citation was issued on an appeal from available through the Parking and Transportation Services Department, but only after a deposit equal to the fine has been made. If the appeal is granted, the deposit will be refunded; if the appeal is denied, the matter may be further appealed in person to the Parking and Traffic Board. If this latter appeal is granted by the board, the deposit will then be refunded. If the appeal is denied, the deposit will be used to pay the fines. Failure to make a timely appeal constitutes waiving the right to appeal, and no delinquent citation or fee will be considered for appeal.

Parking Permits and Designations

Permits must hang from the rearview mirror or be placed in a clear pocket and attached to the passenger side of the windshield. Permit information must face outward to be clearly visible. Permits remain university property and can be reclaimed if an individual's privilege to park on campus has been revoked. Vehicles shall be parked only in authorized designated parking zones. Please note, not every space is signed.


Silver Permits

Allow parking in the silver zone designated on the front of the permit and all green and blue zones. Silver zones are strictly enforced until 5:00pm weekdays except for a portion of silver zone 4 that is designated and enforced 24 hours 7 days a week. Silver permit holders may park in any silver zone after 5:00pm (see exceptions). Silver semester permits are available but do not include the summer session.



Green Permits

Are available in limited quantities and allow parking in the green and blue zones.


Blue Permits

Area available in limited quantities and allow parking in blue zones (see exceptions)


Yellow Permits

Are available in limited quantities to students residing on campus and allow parking only in the yellow, green or blue zones. Only yellow permits are allowed in yellow zones, 24 hours 7 days a week (see exceptions).


Orange Permits

Allow parking only in the zone location designated on the permit. Exceptions do not apply to Orange Permits.


University Disabled Permits

Possession of state placard required for issuance, allow parking in the disabled spaces only. Access to certain gated areas on campus requires obtaining a transponder from the Parking and Transportation Services Office.


Evening Permits

Allow parking in the West Stadium Parking Complex, the Whalen Complex, the silver 8 zone and the Joe Crowley meters AFTER 3:30pm


University Highlands Permits

Allow parking in the West Stadium Parking Complex, green and blue zones AFTER 3:30pm. In addition, this permit is valid in the green zones during winter and spring breaks and in blue zone during the summer.


Bicycles

Used on campus must be registered yearly with the Parking and Transportation Services Department, and be ridden and parked with due regard for the safety of pedestrians. There is no charge for bicycle registration. Racks are provided throughout the campus and must be used to ensure proper parking. Bicycle lockers are available for rental. Bicycles may not be parked (except in racks) on the sidewalks, in pedestrian access routes to buildings, or inside buildings. Bicycles parked in buildings deemed to be in violation of fire and/or safety codes will be impounded at owner's expense. Bicycles may not be chained to any object other than a parking rack. Bicycles not displaying a university bicycle permit are subject to citations.

Mopeds, Motorcycles and Motor Scooters

Must be parked in motorcycle parking areas and may not occupy automobile parking spaces. They must be registered as a motorcycle with the Parking and Transportation Services Department and must display a valid university parking permit on the right fork or fender. Mopeds, motorcycles and motor scooters must not be driven on sidewalks or pedestrian access routes and must be driven with due regard for the safety of pedestrians.


Metered Parking

Is enforced Monday through Thursday from 7:30am to 8:00 pm, and Friday from 7:30am to 5:00pm (see exceptions).


Disabled Parking

Areas are enforced every day, 24 hours a day. A vehicle shall not be parked in a space designated for the disabled, unless eligible and the vehicle displays a university disabled parking permit. A vehicle shall not be parked in an area striped for disabled access at any time.


Circus Circus Parking

This permit is valid in the CIRCUS CIRCUS GARAGES on the two top floors ONLY. If you need to park anywhere on the UNR campus, including evenings, you must purchase a parking permit from the Parking and Transportation Services Department. Exceptions do not apply to Circus Circus Permits.


Visitors

May obtain a temporary parking permit for a $3.00 daily fee in the green, West Stadium Parking Complex and blue zones and $5.00 daily fee for the silver zones at the Information Center located at the Center Street entrance to campus, or the main parking office located off 16 th street . Visitors may also use metered parking areas.


Exempt Vehicles

EX and government vehicles may park in blue designated parking areas free of charge. Departments who wish to park their EX or Government vehicle closer to lower campus will need to purchase a parking permit for each vehicle with an IPO or departmental credit card for the same fee which is charged to the campus community. Service Vehicle spaces are located throughout the campus and may only be utilized for 15 minutes by vehicles displaying a Service Vehicle parking permit. Temporary Service permits are available free of charge at the Information Center located on Center Street or at the Parking and Transportation Services Office, located on the north end of campus.

Exceptions: (Exceptions do not apply to Circus Circus Permits)

  • Any permit may park in blue, yellow and Silver 11 zone located in the Brian J Whalen Parking Complex and at meters (excluding meters designated as 30 minute or 45 minute meters) during winter and spring breaks.
  • Carpool spaces are reserved for carpool permit holders until 8:00pm.
  • Any permit may park in yellow zones throughout the summer.
  • After 3:30pm any permit may park in blue, green, and Whalen Complex, silver zone 8 and at the Joe Crowley meters (excluding zones, spaces or meters marked “Enforced 24 Hours 7 days a week”).
  • Grace Periods: Vehicles may be parked in blue and green zones without a permit during the week prior to and the first week of fall and spring semesters and during the first day of each term for summer semester. There are no grace periods for silver, yellow or orange zones.

Additional Information

  • Reserved spaces specifically designated for one individual are reserved 24 hours a day, seven day a week.
  • Parking permits are transferable to any vehicle you register with Parking and Transportation Services. You are responsible for all vehicles registered.
  • Notes on vehicles are not accepted as a substitute for a permit.
  • No refunds for summer sessions are given for yearly permits.
  • The sale, loan, or gift of a permit to another person is not allowed.
  • All changes regarding vehicle registration must be reported to the Parking Office immediately.
  • Abandoned vehicles are considered “dead storage” and will receive a notice. If notice is not responded to within 48 hours, the vehicle will be towed at owner's expense.
  • Overnight parking of campers is prohibited except as approved for special events by the Parking and Transportation Services Department.
  • Zone changes may occur throughout the year as needed.
  • Replacement permits may be purchased for $30.00 once the replacement paper work is filled out.

Special Services

Parking and Transportation Services offers the following special services:

  • Temporary Disabled Parking accommodations may be made at the Parking and Transportation Services Department. A written recommendation from a physician is required.
  • The Information Center, located at the Center Street entrance to campus, can provide university-related information and temporary parking permits.
  • The Campus Shuttle Service has many convenient stops throughout the campus which are serviced in ten minutes or less. During the instructional days of fall and spring semesters, the shuttles operate Monday through Thursday, 7:30am to 10:00pm and Friday, 7:30am to 5:30pm For information regarding Summer Shuttle, please call Parking and Transportation Services at 784-4654.
  • The Motorist Assistance Program provides vehicle assistance to individuals needing help with a flat tire, a battery jump start, or needing keys retrieved from locked vehicles. This service is available during regular office hours.
  • The Citifare Wolf Pass allows unlimited rides on RTC Ride and Sierra Spirit buses and is available to the UNR community at a reduced rate. For an additional fee, service is also available to Carson City on the Intercity Bus.
  • The Carpool Program provides incentives for those carpooling to the UNR campus. Two or more passengers required. Call Parking and Transportation Services for details.
  • The Sierra Spirit allows FREE rides to the UNR campus.
