Political Communication Division Meeting Minutes, 2006 Annual Meeting of APSA
Called to order by Pippa Norris, chair, at 12:06 p.m.
1. Moved and seconded to approve the minutes from the September 2, 2005, annual meeting. Approved.
2. Chair’s report—Pippa Norris:
- Discussion of a memorial for Timothy Cook. Moved and seconded to name the division’s Graduate Student Best Paper Award after Timothy Cook. Approved.
- Report on the pre-APSA conference, Crisis Communication, hosted by the Annenberg School of Communication at the University of Pennsylvania. Program chair Christina Holtz-Baca put together program.
- Membership update—membership in the division increased from 430 to 470 from July 2005 to July 2006.
- Joint reception tonight at 7-8:30 p.m. in Salon H, Marriott.
3. Program chair’s report—Christina Holtz-Baca:
- 188 papers were submitted for the 2006 convention (compared to 202 papers for 2005).
- Acceptance rate for 2006 was 38%.
- Concerns expressed about authors of accepted papers dropping out or not showing up at convention.
- Kim Fridkin is the 2007 program chair (not present, no report).
4. Treasurer’s report—Dianne Bystrom:
- Copies of (1) the 2005-2006 organized section expense report and (2) a comparison of 2004-05 and 2005-06 section budgets were distributed.
- Starting balance on July 1, 2005, was $6,779
- Revenue for the period was $6,201.77 (from section dues, publication sales and mailing list rebate).
- Expenditures for the period were $3,000 (for business meetings and receptions).
- Ending balance on June 30, 2006, was $9,980.77.
5. Political Communication journal editor’s report—David Paletz:
- Political Communication journal ranks 9th in citations among political science journals and 4th in citations among communication journals.
- David Paletz, is in his 6th and final year as editor. A new editor will be selected by the editorial board. Forward suggestions for new editor to Russ Neuman, chair of the joint ICA-APSA Political Communication Advisory Board.
6. Newsletter and web site report:
- David Ryfe’s term is coming to an end. Looking for a newsletter editor and webmaster.
7. Awards:
- Paul Lazarfeld Best Paper Award—Kathleen Knight presented the award to Jennifer Jerit, assistant professor of political science, Florida State University, for Reform, Rescue or Run Out of Money? Problem Definitions in the Social Security Reform Debate. Eight papers were submitted for the award. Members of the committee—which included Jarol Manheim of George Washington University (chair), Charles Franklin of the University of Wisconsin, Jason Barabas of Harvard University and Knight of Columbia University—noted that Jerit’s paper was “really quite a nice package of theory and empirical evidence with multiple methods [and] pieces that fit all together.”
- Graduate Student Best Paper Award—Ann Gordon presented the award to Michael Parkin, University of Minnesota, for Engaging with Late Night Comedy’s Serious Message: How Late Night Candidate Appearances Affect Young People’s Political Decisions. Parkin used an experimental design with both visual and text conditions to assess the influence of late night TV on young people’s views. The result was surprising, in that these TV shows can orient young people toward issue concerns. Members of the selection committee were Gordon, Ohio University; Amy Fried, University of Maine; Keith Topper, Northwestern University; and Yariv Tsfati, University of Haifa.
- Murray Edelman Distinguished Career Award—Scott Althaus presented the award to Robert Entman, reading remarks prepared by Max McComb, chair of the selection committee. “Bob Entman has long been a ‘famous footnote’ in our field of political communication,” according to McComb. “Prominent among the work that led to this high status in our field is his 1989 book, Democracy without Citizens, and his seminal definition and discussion of framing in the 1993 Journal of Communication issue, ‘Ferment in the Field.’ More recently, his status as a ‘famous footnote’ has been extended by The Black Image in the White Mind: Media and Race in America and Projections of Power: Framing News, Public Opinion, and U.S. Foreign Policy.” Also serving on the selection committee were Michael Schudson, David Ryfe and Jamie Druckman.
- Doris A. Graber Best Book Award—Mary Stuckey presented this award, which honors the best book in political communication in the last 10 years, to Pippa Norris for A Virtuous Circle: Political Communications in Postindustrial Societies (Cambridge 2000). “In an extraordinary research endeavor, Norris examined media systems in Western Europe and the United States and connects criticisms of the media’s role in democracy to broader issues of democratic governance,” Stuckey noted. “Relying on research that is both intensive and extensive, Norris proposes the idea of the ‘virtuous circle’ connecting attention to the media, trust, knowledge about politics and political participation.” Other members of the selection committee were Brian Fogarty, Karen Kedrowski and Diana Mutz.
- Proposal moved and seconded to add monetary award (amounts not determined) to the recognition for the Graduate Student Best Paper Award, Paul Lazarfeld Best Paper Award, Murray Edelman Distinguished Career Award, and Doris A. Graber Best Book Award, beginning with 2007 APSA meeting. Approved. 2006-07 Chair Gadi Wolsfeld will discuss this issue with the Executive Board.
8. 2006-07 Slate of Officers and Appointments—Cherie Strachan, chair, Nominating Committee:
- Slate of Officers: Gadi Wolfsfeld, chair, (automatic appointment); Diana Owen, vice chair; Dianne Bystrom, secretary-treasurer (second year of three-year term); Kim Fridkin, 2007 program chair (approved 2005); Dietram Scheufele, 2008 program chair; and at-large members, Patricia Moy (second year of three-year term), Darrell West (third year of three-year term) and Christina-Holtz Baca (automatic one-year appointment). Moved and seconded to approve; approved.
- Committee appointments: Gladys Engel Lang (chair), Shawn Rosenberg and Richard Sobel, Murray Edelman Distinguished Career Award; Paul Brewer (chair), Beth Leech, Kate Kenski, and replacement for Tim Cook, Doris A. Graber Best Book Award; Matt Baum (chair), Tamir Sheafer, Sharon Jarvis and Costas Panagopoulos, Paul Lazarfeld Best Paper Award; and James Druckman (chair), John Tedesco and Craig Leonard Brians, Best Graduate Student Paper Award.
- Chair needed for 2006-07 Nominating Committee.
9. Remarks by Gadi Wolfsfeld, 2006-2007 chair:
- Discussed ideas for initiatives, such as finding a way so every member of the section can get a copy of Political Communication and increasing membership; will be turning to membership for ideas.
10. Other business/announcements:
- Tom Patterson noted that $100,000, $10,000 per grant, was available from the Shorenstein Center, Harvard University. See their web site for details on the grants.
