The Judicial Studies Program and its partners at the National Judicial College and the National Council of Juvenile and Family Court Judges announce the list of graduates for spring 2017.

"Each of these students did a very fine job on their respective dissertation or thesis, and they should be very proud," Shawn Marsh, director of the University of Nevada, Reno Judicial Studies program, said. "I also must acknowledge the important contribution of all of the dissertation and thesis committee members from various institutions and organizations across the United States. Their expertise and service is very much appreciated, and essential to supporting our program and students."

Spring 2017 Graduates

David Allen Anderson, Dunn Loring, Virginia 
Doctoral dissertation title: "An Empirical Study of the Political Party Balance Requirement of the United States Court of Appeals for the Armed Forces and Its Predecessor-Court, the United States Court of Military Appeals, from 1951 to 2016"
Committee Chair: Dr. James T. Richardson
Colonel Anderson has been Director of the Central Legal Staff and Chief Deputy Clerk at the U.S. Court of Appeals for the Armed Forces since 2002.     

Reba Ann Page, McLean, Virginia
Doctoral dissertation title: "Wringing Their Bread from the Sweat of Other Men's Faces" The Persistent Use of Forced Labor in the Postbellum South"
Committee Chair: Dr. James T. Richardson 
Judge Page became a judge on the U.S. Armed Services Board of Contract Appeals in 2000 where she continues to serve.  

Kimberly Carlton Bonner, Arcadia, Florida 
Master's thesis title: "A Historic Acquittal Re-Examined: Would the Earps and Doc Holliday Escape Indictment under the Modern Grand Jury System?"
Committee Chair: Dr. Shawn C. Marsh 
Judge Bonner is a member of the 12th Circuit Court in Florida, being appointed to this bench in 2013 after over a decade as a County Judge.  

Mary Helen Maley, Nogales, Arizona
Master's thesis title: "Including the Larger Community in Pretrial Services Community Supervision: The Circles of Peace Experiment"
Committee Chair: Dr. James T. Richardson 
Judge Maley retired in 2015 after serving 21 years as Justice of the Peace in Santa Cruz County, Arizona. She is President of the Board of Directors of Construyendo Circulos de Paz/Constructing Circles of Peace, a restorative justice behavioral health agency.  

John H. Schumacher, Denver, Colorado
Master's thesis title: "Ripe for Appeal: Who is considered an 'Employer' When Determining Liability for Multi-Employer Worksite Safety Violations"
Committee Chair: Dr. James T. Richardson 
Judge Schumacher joined the U.S. Occupational Safety & Health Review Commission in Denver, CO in 2005. The Review Commission is an independent adjudicatory agency that hears and decides disputes involving allegations that job safety or health standards were violated.
