1. Industries of the Future Approach

1.1. Visions and Roadmaps

The Nevada State Program will be patterned after the national IOF Program and will use the national vision and industry-developed roadmaps as a basis for program development.

Early in the program a workshop will be convened to develop a roadmap for energy savings and waste reduction for the mining industries in Nevada. This roadmap will focus on state specific issues in terms of future research and technological advances related to the goals of the program.

The state programs will be developed around the following major themes:

They will be customer driven and will identify issues particular to the industry, location and state issues, e.g. about 87 percent of Nevada’s surface area is Federal Lands having specific regulatory issues.
Each sector of the mining industry faces its own challenges, however there are cross-cutting issues that will be addressed through joint meetings/workshops.
Key research activities critical to each IOF sector in Nevada will be identified and support will be given to obtaining DOE and other funding to address these issues.
Opportunities for collaborative research between industry, universities and National Laboratories will be identified and developed.
OIT programs (such as Best Practices) will be made available through the Nevada State Program.
Information about meetings and workshops will be broadly distributed to encourage regular interaction between government, universities and industry.
There will be outreach to other IOF industries, besides mining, in Nevada.
1.2. OIT Products and Services

The NOIF will make sure that all segments of the Nevada Mining and Other Industries are familiar with all the programs and support offered through the OIT to increase energy efficiency, reduce waste and increase productivity. These include the vision statements and roadmaps as well as the support such as the energy assessments available through participating Universities, "Best Practices" activities, etc. These services and products will be matched with the needs of the industry.

2. Deliverables and Milestone Chart

The Milestone Chart on the next page lists the proposed tasks/milestones, their estimated timeframes, responsible individuals/organizations and the projected costs (federal and cost share). Details of each task follow; specific deliverables are identified.

Task 1 - Grant Administration: The Grant will be administered by the Nevada State Office of Energy (SOE). This office will provide assistance with award and related grant management, including financial and project status monitoring and reporting. Mr. Dave McNeil, State Energy Program Manager is the direct contact for this work.

Task 2 - NOIF activities (including travel for National DOE Meetings): The NOIF will be established at the Mining Life-Cycle Center associated with the Mackay School of Mines of the University of Nevada, Reno in association with the Nevada Division of Minerals (DOM), will be the permanent contact point for the Nevada State Program and will have IOF literature and other information available. This office will coordinate with the other partners and will manage all outreach activities. Dr. Dirk van Zyl, Director of the MLC will manage the NOIF and Mr. Walt Lombardo of the DOM will be the Liaison with DOE. A halftime administrative assistant will be hired to maintain a database of information, help organize meetings, distribute literature and information, make contact with industries and support the activities of the Director.

Task 3 - Establish and Maintain Website: A website will be established upon initiation of the project. This work will be done by a web master over a period of about three months. After developing the website ongoing updating will be done by the administrative assistant with minimal input from the web master. The website will contain information about the Nevada State Program as well as links to other State Programs, National Laboratories, DOE programs and other related energy information, products and services.

Task 4 - Prepare Initial Profile of Nevada Mining Industry: The first step will be to compile an initial profile of the Nevada Mining Industry. The Division of Minerals collects information on the precious metal and some of the industrial minerals industries. This information will be accessed and combined with information from other sources to compile a complete profile of the metal, industrial and aggregate mining industries. This task will be completed by the DOM and the MLC.

Task 5 - Continue and Expand IOF Activities to other Industries: IOF activities were initiated with the PSAT Best Practices activity in October 2001. The DOM will coordinate further IOF activities in the first part of 2002 and these activities will continue under this grant. All these activities will be extended to other industries in Nevada. DOM and MAP will be the main contacts for this activity.

Task 6 - Prepare/Hold Initial Outreach Meeting and Develop NOIF Roadmap: An initial outreach meeting will be held to make the Nevada Mining Industry aware of the Nevada State Program as well as the NOIF and its proposed activities. Invitations will be coordinated through the MLC with input from the other partners. High-level state representation will be invited to attend. The management and operating personnel of mining companies will be invited to this meeting. During the meeting industry and company champions will be identified that can work with the NOIF. Additional industry contacts will also be identified for future meetings. A Roadmap for the NOIF activities will also be developed in a separate meeting directly after the initial outreach meeting. This Roadmap will initially focus on the mining industry and the associated roadmaps previously developed by DOE. It is meant to establish the priorities and focus for the NOIF activities and to identify research needs. Representatives of the National Laboratories will also be invited to this meeting.

Task 7 - Initiate/Prepare Organizational and Strategic Plan: The industry champions will work with MLC, DOM, DME and MAP personnel to develop an organizational structure and strategic plan for the Nevada State Program. This plan will contain detailed implementation strategies for the first two years of the project and the same group will update the plan towards the middle of the second year of the project. The work will be accomplished by holding one meeting in Reno to develop a draft plan; email and teleconferences will be used to finalize the plan.

Task 8 - Support program of Industry Showcase: A Mining Industry Showcase is planned in Elko, Nevada for August 23 to 26, 2003. The State of Nevada supports this activity and will participate in the outreach to contact mining company personnel, exhibitors and other potential attendees. While all the partners will work on this activity it is expected that DOM will provide the bulk of the outreach while the MLC will coordinate the technical session at the Showcase.

Task 9 -Develop Research Proposals: As a result of the roadmap and ongoing contacts with the industry champions, program partners, national labs and others research proposals will be developed to match ongoing DOE programs. This will bring products and services to industry in a more effective manner.

Task 10 - Organize/Develop State Workshops: A series of State Workshops will be planned to discuss specific issues of interest including research outcomes and specific topics identified during the Showcase and other activities of the first year. These workshops will bring together personnel from the program partners and national laboratories to learn about industry needs and for industry to learn about ongoing research and research capabilities. The workshops will be developed around specific themes of interest to various industry sectors to allow cross-cutting of technologies and interaction between management and technical personnel.

Task 11 - Prepare Profile of Other State Industries: A profile of the other industries in Nevada that falls under the Industries of the Future Program will be compiled. These include chemicals (Kerr McGee, Staufer Chemicals, Pioneer Chlor-Alkali, Sierra Chemical and Cyanco) and metal castings (Wyman Gordon and Chromoloy), and food processing industries. These profiles will be developed to the same level of detail as for the Mining Industry under Task 4 and based on the information gained in working with the Mining Industry.

Task 12 - Prepare 8 quarterly reports and 1 final report: Quarterly reports will be prepared during the course of the project.
