William E. Sparkman is Professor of Educational Leadership at the University of Nevada, Reno (UNR). He teaches graduate courses in several areas of education law, including public schools, special education, higher education, and sports law. His research expertise has focused on issues at the intersection of school finance and the law including the constitutional theories of school finance litigation. Currently, he is reframing his research interests to include more emphasis on emerging legal issues in higher education. He has served as a consultant to local school boards, and to various branches of state government. He holds the following degrees from the University of Florida including a B.A. (History), M.Ed. and a Ph.D. in Educational Administration. He also holds life-time professional certificates from Texas in the areas of secondary social studies, mid-management administration, supervision, and the school superintendent. He currently services on the Board of Directors of WestEd, and is a member of WestEd's Management Committee.
Sparkman began his teaching career at the American School of Asuncíon, Paraguay, followed by several years at Williston High School in Levy County, Florida. He was on the faculty at Kansas State University, and was a faculty member and academic administrator at Texas Tech University. He served as Dean of the UNR College of Education from 1998-2010.
