Program Evaluation
An independent evaluation consultant will provide evaluation services for the project. The results of this evaluation program will be used to improve workshops, fine tune the topics and enhance the outcomes. Findings will be reported to the Consortium Governance Board on a quarterly basis. A final, end-of-grant report will be written and provided to each Consortium member and to the Nevada Department of Education. A significant portion of this component will be an analysis of the degree to which all grant activities address the district and state technology plans, as well as the state standards.
Two main surveys will be administered to all educators in Consortium districts for the purpose of determining the effect CNETC has had on education in Consortium districts. The first survey will be administered at the onset of the project to establish educator and staff baseline educational technology competency levels and to also assess educator and staff professional development needs. Results of the survey will provide CNETC with the information needed to create professional development opportunities geared toward the specific needs of Consortium educators and staff.
The second survey will be administered Consortium-wide at the end of the project's first year and will assess the effects CNETC activities have had on educator and staff educational technology competencies and integration levels. Surveys will be administered through ON*TRAC, an educational technology survey developed by the Nevada Department of Education and Clark County School District (http://ontrac.ccsd.net), and assessment tools created by The Institute for the Integration of Technology and Learning (ITTL) at the University of North Texas (http://www.iittl.unt.edu).
In addition to the two main surveys, five other assessment tools will be used. First, professional development training plans to be collected from all trading consultants and examined for adherence to state technology standards. Second, ongoing assessment throughout the duration of the project will be monitored through questionnaires provided to participants at each CNETC activity. Results of these questionnaires will help CNETC adapt and create professional development opportunities that address the specific needs of participating educators and staff. Third, a follow-up questionnaire will be administered to CNETC activity trainees and will determine if trainees are imparting their newly acquired knowledge to their district colleagues. Fourth, at the end of each project year, demographic data will be analyzed to surmise the effects CNETC has had on the student populations in Consortium districts. Finally, grant management will be evaluated through surveys and interviews with district superintendents.
In addition to these measures, CNETC will also conduct ongoing qualitative assessment of Consortium needs and achievements through a series of meetings and interviews with Consortium educators and staff. The goal of this activity is to gain a richer understanding of Consortium district’s needs.
