Carlos Guevara-Mann is Assistant Professor of Political Science.

Dr. Guevara-Mann was born and raised in Panama, where he majored in Finance at the Catholic University (Universidad Católica Santa María La Antigua).

As a Fulbright scholar, he studied at Ohio University, where he received the Master of Arts in International Affairs degree, with a major in Latin American Studies. At the University of Notre Dame, Dr. Guevara-Mann concentrated in Comparative and International Politics, with a geographical focus on Latin America. He received his PhD from Notre Dame in 2001.

Prior to joining the Department, Dr. Guevara-Mann worked in Panama as an assistant to the Panamanian Secretary of State, a credit manager for Lloyds TSB Bank, a consultant for the United Nations World Food Programme (WFP), and a professor at Florida State University, Panama Branch.

Dr. Guevara-Mann teaches courses on International Relations and Comparative Politics. His book Panamanian Militarism: A Historical Interpretation was published by Ohio University Press in 1996. A Spanish version was published in 1994 by Editorial La Prensa.

Dr. Guevara-Mann’s book Forsaken Virtue: Reelection, Enrichment, and the Quest for Immunity in the Political Behavior of Panama’s Assembly Members, is forthcoming by University of Notre Dame Press. The book explores the political behavior of the members of his country’s National Assembly and its implications for democracy.

Professor Guevara-Mann recently received a Visiting Fellow appointment at Notre Dame’s Kellogg Institute, effective Spring 2010, to follow up this research with a comparison of the career paths and activities of members of congress in Panama and Chile. This is part of an ongoing project aimed at testing the applicability of his legislators’ behavior model to other Latin American countries. Additionally, he is working on a comprehensive history of Panama, under contract to The Overlook Press, and reviewing papers on the Panama Canal expansion program, charismatic leadership in the Caribbean basin, and civil resistance to authoritarianism for publication in academic journals.

Dr. Guevara-Mann serves as a consultant for United Nations World Food Programme (WFP) and an editorialist for La Prensa, Panama’s main newspaper.
