Education

Ph.D., University of Kansas, 1983. Major: Educational Policy and Administration. Minor: Law (coursework with special arrangement, University of Kansas School of Law). Dissertation: "An Analysis of Postsecondary Correctional Education Programs in State Prisons for Adults."

 

Bachelor's and master's degrees in sociology, Pittsburg State University (Kansas). Named to Dean's Honor Roll three semesters; admitted to Alpha Kappa Delta (honorary fraternity in sociology).

 

Employment History

1983-present: Department of Criminal Justice, University of Nevada, Reno; tenured in 1987, promoted to full professor in 1992. The department has approximately 450 majors and 150 minors. Duties include teaching (named "Teacher of the Year" by UNR Honor Society, 1984-85); research (19 books authored or co-authored in 15 years, and 56 book journal articles, monographs, and book chapters have been published to date); university and community service; member of the graduate faculty (including the National Judicial College); related duties.

 

Chairman, UNR Department of Criminal Justice, 1984-1993.

 

1988-1989: upon request by the UNR Administration, served as UNR Acting Director of Public Safety - concurrent with being chair of the CJ Department – with administrative responsibility over both the police and parking divisions. 

 

1978-1983: Coordinator and Assistant Professor, Wichita State University Administration of Justice Outreach Program for Southeast Kansas region (based at Pittsburg State University). Duties included administration of, and instruction in graduate and undergraduate programs with 75 majors; admissions; degree checks; administering oral exams; hiring adjunct faculty.

 

1976-78: Director, Department of Campus Police, Pittsburg State University. Duties included supervision of all sworn and non-sworn personnel responsible for law enforcement, security, and parking functions. Several innovations were brought about, including the hiring of female and minority personnel, uniform crime reporting, and expanded in-service training. This position was primarily assumed for the acquisition of administrative police experience.

1976: Project Director, Technical Assistance Institute, Washburn University of Topeka. This federally-funded four-state program was the only of its kind in the nation, providing technical assistance to criminal justice personnel in the states of Kansas, Missouri, Iowa, and Nebraska. Four professional staff members were supervised, and grant-writing duties were included.

 

1974-1976: Criminal Justice Planner, Southeast Kansas Regional Planning Commission. A federally-funded, nine-county position for writing of grant applications and project development, with over 100 grant applications resulting and more than two million dollars in funded projects (including the Southeast Kansas Regional Correctional Center in Ft. Scott).

 

1970-1974: Police Officer, City of Pittsburg, Kansas. Duties included those of conventional municipal law enforcement, including supervisory assignments.

Awarded $3000 by UNR administrators in 1995 to develop a symposium, "A Time to Lose: The History and Legacy of Brown v. Topeka Board of Education. Conducted at UNR (300 participants) in Feb. 1996 and at area NAACP and other church groups

 

Awarded three UNR Instructional Enhancement Grants ($2500 total), two for developing a comparative criminal justice systems course in 1994, the other for "Distance Education Training" of UNR faculty, 1989. As a result, three articles (two on comparative CJ, one on distance education) were published in the Journal of Criminal Justice Education.

 

Sponsored research: $5500 for a municipal survey of Sparks, Nevada (1990).
